Is it legal for a contractor to refer clients to a public adjuster?

Yes — referring a homeowner to a licensed public adjuster is appropriate and common. What's not allowed is a contractor adjusting or negotiating the claim, or a public adjuster and contractor entering a financial arrangement. We keep the lines clean: you do the work, we represent the homeowner, and there are no fees or arrangements between us.

Do you replace my relationship with the homeowner?

Not at all. You're the contractor; we represent the homeowner on the insurance claim. We work alongside the homeowner so the job gets done right and they're treated fairly.

What does it cost the homeowner?

The inspection is free. If they move forward, public adjusters in Arizona typically work on a percentage of the claim — explained clearly and in writing up front.
